Preheat your oven to 400°F (200°C) and grease a 9x13 inch baking dish.
Bring a large pot of salted water to a boil. Add the cauliflower florets and blanch for 4-5 minutes until just tender-crisp. Drain thoroughly and pat dry with a clean kitchen towel to ensure the sauce doesn't get watery.
In a medium saucepan, melt the butter over medium heat. Whisk in the flour and cook for 1-2 minutes until it smells nutty but hasn't browned.
Slowly pour in the milk while whisking constantly. Continue cooking and whisking until the sauce thickens enough to coat the back of a spoon.
Remove the sauce from heat. Stir in 1 cup of the shredded Gruyère, the nutmeg, half of the chives, salt, and pepper until the cheese is melted and smooth.
Place the blanched cauliflower in the prepared baking dish. Pour the cheese sauce evenly over the top, tossing gently to coat.
Sprinkle the remaining 1/2 cup of Gruyère and the panko breadcrumbs over the top.
Bake for 25-30 minutes, or until the sauce is bubbling and the top is golden brown. If you want it extra crispy, broil for the last 2 minutes.
Garnish with the remaining fresh chives and serve immediately.
