Prepare the ginger-honey syrup by combining 1 cup honey, 1 cup water, and ginger slices in a saucepan. Simmer over medium-low heat until reduced by one-third. Set aside to cool.
In a large bowl, sift the flour and salt. Add the sesame oil and rub it into the flour with your hands until the texture resembles fine breadcrumbs. Sift the mixture again to ensure even distribution.
Combine the honey, soju, and ginger juice. Pour this into the flour mixture and mix gently until a dough forms. Do not over-knead; the dough should just come together to maintain a flaky texture.
Roll the dough out to about 1/2-inch thickness. Use a traditional flower-shaped mold or a round fluted cookie cutter to cut out the shapes. Use a toothpick to poke 5-6 small holes in the center of each cookie to prevent air bubbles during frying.
Heat oil to a low temperature (about 300°F/150°C). Fry the cookies until they float and turn a light golden color. Increase the heat slightly to 330°F (165°C) and fry for another 2-3 minutes until deep golden brown.
Remove the cookies from the oil and immediately submerge them in the prepared ginger-honey syrup. Let them soak for at least 2 hours, or ideally overnight, to allow the syrup to penetrate the center.
Drain the cookies on a wire rack and garnish with pine nuts or sesame seeds before serving.
