Place a small skillet over medium heat and add the cumin seeds. Toast them for 2-3 minutes, shaking the pan frequently, until they turn dark brown and release a smoky aroma. Remove from heat and allow to cool slightly.
Coarsely crush the toasted cumin seeds using a mortar and pestle; avoid grinding them into a fine powder as the texture is part of the charm.
Peel the cucumber and grate it using the medium holes of a box grater. If the cucumber is exceptionally watery, place it in a clean kitchen towel and gently squeeze out some of the excess moisture.
In a medium mixing bowl, whisk the yogurt until it is perfectly smooth and creamy.
Add the grated cucumber, crushed cumin, finely chopped cilantro, minced green chili (if using), and black salt to the yogurt.
Mix thoroughly until all ingredients are well incorporated.
Transfer to a serving bowl and garnish with a pinch of roasted cumin powder and a few cilantro leaves.
Chill in the refrigerator for at least 20 minutes before serving to allow the flavors to meld together.
