2 Method
Step 1. Pat the shrimp and scallops dry with paper towels and season lightly with salt and pepper. Heat 1 tablespoon of olive oil in a large deep skillet or Dutch oven over medium-high heat.
Step 2. Sear the shrimp and scallops for 1.5 to 2 minutes per side until just opaque and golden. Remove from the pan and set aside on a plate.
Step 3. In the same skillet, add the remaining 1 tablespoon of olive oil. Sauté the shallot for 3 minutes until translucent. Add the garlic and red pepper flakes, cooking for another 30 seconds until fragrant.
Step 4. Stir in the dry orzo and cook for 2 minutes, stirring frequently to toast the pasta until it becomes lightly golden and smells nutty.
Step 5. Pour in the white wine to deglaze the pan, scraping up any browned bits from the bottom. Let the wine simmer until it has reduced by half.
Step 6. Add the seafood stock, crushed tomatoes, and saffron. Bring the mixture to a boil, then reduce the heat to low, cover, and simmer for 10-12 minutes, or until the orzo is al dente and most of the liquid is absorbed.
Step 7. Gently stir the seared shrimp and scallops back into the orzo. Add the lemon juice and half of the parsley. Cover for 1 minute to allow the seafood to heat through.
Step 8. Garnish with the remaining parsley and serve immediately with extra lemon wedges.
