In a large skillet over medium heat, brown the ground beef until fully cooked, breaking it into small crumbles. Drain any excess grease.
Add the diced onion and cook for 3-4 minutes until softened. Stir in the taco seasoning and diced green chiles.
Warm the flour tortillas in the microwave for 15 seconds to make them pliable. Spread 2-3 tablespoons of refried beans in the center of each tortilla.
Top the beans with the beef mixture and a generous sprinkle of shredded cheese.
Fold the sides of the tortilla over the filling, then roll tightly from the bottom up. Secure the seam with a toothpick if necessary.
Heat the vegetable oil in a deep skillet to 375°F (190°C). Carefully place the chimichangas seam-side down in the hot oil.
Fry for 2-3 minutes per side until the tortilla is golden brown and crispy. Drain on paper towels.
